No. You are not getting the same problem. OP can't connect with the server

Did the Road Runner support tech tell you to use "APOP"? Call them and ask
to be certain. My guess will be that the RR CSR will be very surprised that
you selected, "Log on using authenticate POP (APOP)", instead of, "Log on
using clear text authentication".

The server name is correct, see
http://freeola.com/support/e-mail_windows_mail.php
My telnet to port 110 was successful, so this was probably a temporary
server failure.

Your instructions from Roadrunner are incorrect.
Deselect the authenticated POP and choose clear text authentication.

BINGO! It now works. I deleted the account and started from scratch.
Roadrunner did in fact tell me to use the "Authentication POP" as I indicated
above. I printed out the transcript of my discussion so I would have the
information. I changed it to Clear Text Authentication" and now have email.
