Not syncing with Exchange 2003 getting 85010014 Error

I've been looking at this issue for about two days now. I am unable to get my
PPC to synchronize with the Exchange 2003 SP 2 Server. I have every solution
I can find and nothing seems to be working. I have a fresh install of
Activesync 4.2 and a fresh install of Outlook 2003. I've tried deleting the
partner ships, I've even tried uninstalling and reinstalling Outlook. OWA is
setup correctly on the Exchange Server and we are not using SSL. For some
reason, my PPC is not creating log files under \windows\temp so I am unable
to even paste those into this message. I have turned on logging on the PPC to
verbose and still no luck. I do not have my Application Data folder being
redirected, but the My Documents and Desktop folders are being redirected. I
am running Norton Corporate, but there is not script disabling or at least I
have not been able to find out, even looking in the registry at
\HKLM\Software\classes\clsid\{0006F03A-0000-0000-C000-000000000046}\InprocServer32.

I'm at a lost and have not Idea were to continue looking. Please can someone
give me an idea on where to start to correct this problem. One other thing,
the PPC will sync with Outlook if Outlook is not connected to an Exchange
Server.

-- i noticed the HTTP/1.1 401 Unauthorized message, and checked to make sure
the Intergrated Authentication is check on the Exchange Virtual directory and
it is. So I'm still at a complete lost.
