i have an asus c90s notebook running vista home premium that shuts itself
off when the battery runs down instead of giving notice... the settings unde
the "balanced power" scheme are correct... notification is set to "on" in
the advanced/battery section... is this just another vista shortcoming or
what ?

It's more likely that Asus hasn't written very good power management
software/drivers. Go to their tech support site and get the latest
drivers and power management utility (if any) for your specific model
laptop. While you're there, check for any updates to the BIOS since this
problem can often be managed with a BIOS flash.
