Notification problem

I have over 200 servers working properly with WSUS. Setting are to download
automatically and then notify for install. All but 2 servers are working
perfectly. These 2 servers (one of them a DC) download the updates, but
never notify for install. No errors in windowsupdate.log. I am logging on
as a local admin, and there is not a policy set to disable Windows Update.
Any ideas?
