192.168.3.1 is a private IP address used for local Networks.
192.168.xxx.xxx is the range of addresses from your local home network
system.
When your router connects with an outside network you have an outside IP
address, but your computers IP address with still be the one assigned by
DNS server (Your Router).
My Ipconfig is:
Windows IP Configuration
Ethernet adapter Local Area Connection:
Connection-specific DNS Suffix . :
IP Address. . . . . . . . . . . . : 192.168.1.102
Subnet Mask . . . . . . . . . . . : 255.255.255.0
Default Gateway . . . . . . . . . : 192.168.1.1

192.168.1.102 is this computer's IP address. The default Gateway for my
network is 192.168.1.1.
Those are not my world's view of my internet connection. I have another
address that is assigned by the ISP that the router sees.
That address can be seen on the Status page of the Router.
If you put your default gateway ip address as
http://192.168.3.1 in the
address bar of Internet Explorer or other internet browser, you will get
the Router password screen.
On the router's status page you can see you world Internet address, Default
Gateway address, DNS1, DNS2 addresses.
Those are the IP addresses that the world sees for your computer.
