NT4 to 2000 and 2000 to 2003

I have an NT4 Server running as PDC, a Windows 2000 Server (member server
only), and a Windows 2000 Terminal Server. I do not have a BDC.

I want to upgrade the NT4 Server to Windows 2000 and let it be a DC with AD.
I want to upgrade the Windows 2000 server to 2003 Server R2. I will
probably make that a DC as well. I will leave he Terminal Server alone. We
have only one domain.

What are your recommendations?

why not upgrade the whole thing to w2k3 (r2)?
