Hello Jeff,
AD relies on DNS and do not require WINS for it's functionality anymore.
DNS is a MUST with AD.
Can you specify the SMB part?
Some services/applications still require WINS and also if you need network
browsing over multiple subnets WINS is required.
If you have not such a big network you can also start with WINS form scratch,
depends on you.
