is grayed out in the start menu
how do I turn it on?

Right-click the Start button, and choose Properties. On the Start Menu tab
of the window that pops up, put a check next to "Store and display a list of
recently opened programs", under the "Privacy" section. This will turn on
the "Number of recent programs to display", when you click on Customize.

Thankyou for your reply.
However after making that adjustment successfully the start menu is still
empty of recently used programs-why?

Try clicking on some Programs in the Start Menu, in All Programs, like
Windows Photo Gallery. Note that items that are pinned to the Start Menu
won't show up in the recent list. Too, the list only begins once you have
enabled it, and doesn't remember shortcuts previous to that.
