The IR blaster is an emitter, you'll need both the emitter and receiver to
control the cable box.
Generally, it's cheaper to just buy the remote kit that included the IR
stuff with a MC remote, you'll want something like this:

There are several makers of Media Center remotes, search the web for others
at other prices -- although, that is a fairly typical price, you might find
it a little lower. Just make sure it includes both the receiver and
emitter(s), some only include the USB receiver.
