Odd.. Control panel does now open nor Win updates!

I cannot seem to access the control panel nor Windows Updates... It says I
have new updates I click the shortcut to go to Windows Updates just
hour-glass and cuts off does the same thing to the control panel. I'm
thinking a Virus because I do not have any virus protection.. did not bother
with AVG or anything like that

What do yall think?
