OEM software installation restrictions

I have an OEM Vista version operating system DVD. This is my second time
using the disk for an installation. I'm reinstalling it because I've had to
replace a faulty hard drive in the original system. It installed okay but,
now it won't activate? It says "the product key is already being used". How
do I rectify this problem? Are there certain restrictions to OEM software?
Any assistance would be appreciated, thanks.

You will encounter problems trying to activate by the Internet, so simply
make a call which is free of charge and explain the situation and Windows
Vista will be reactivated for you no problems.

Take a look at the following tutorial:

If encounter further problems, try contacting the manufacturer of your
computer.

It _is_ in use by you, because of the initial installation and
Activation. If you want to activate it again, simply follow the
on-screen instructions to activate by telephone.
