Because you've got Compatibility Pack installed which allows Office XP to
deal with Office 2007 files.

Why am I being offered SP1 for Office 2007?

Do you have Web Components installed (which are updated by Office 2007 SP1)
http://support.microsoft.com/kb/937961

The Microsoft Office Compatibility Pack Service Pack 1 (SP1) is a separate update and is
covered in KB 940289
http://support.microsoft.com/kb/940289

Possibly another one that might trigger it "Expression Web".

Just let the SP1 pack install the parts it wants.

You need the compatibility patch to read Office 2007 documents.
