Everytime I open an application like Outlook, Excel, or Word, the EULA pops
up and I have to except it in order to continue. How do I make that go away?

Ray,

Have you ran word,excel or Word as an administrator i.e. right click on the
program on the start menu and select "Run As Administrator"

This should then give the programs rights to tell the registry the EULA has
been accepted.

Reinstall Microsoft Office 2003 again, but this time make sure you install
it with Administrative privileges. Also make sure the latest updates have
been applied such as Service Pack 3. For Microsoft Office issues, here is an
appropriate ng for support issues:
microsoft.public.office.setup
