Office 2003 SP2 shows as "not needed"

For whatever reason all my workstations and servers showing as "not needed"
for Office 2003 SP2. I know that they need it since they are SP1 and if I
manually go to officeupdate website it shows that I need the update.
Still WSUS shows as "not needed". What can be the reason?
