I've also had the same problem. Also SP3.
I discovered that if you have admin priviledges it works fine. Normal
users encounter this error.
For reasons I really don't want to get into (unrelated), I ended up
resetting all my security settings back to default by following this
article.

Amazingly enough, this ALSO fixed this problem. I suspect there must be
a permission error somewhere in the registry
