Office 2003 updates fail with Error Code: 0x80070643

After countless tries I am still unable to install Office 2003 SP 2, Visio
2003 SP2, and Outlook 2003 Junk Email Filter (KB 904631). The suggested fix
for all three was to check if the OSE service was running, and if it wasn't
to re-enable the service. Well, the OSE service was indeed running so I did
nothing. But the installation always fails.

Help much appreciated.

Did you disable your AV's auto scan before installing?

Yes, I did. I use Norton AV. In any case, I never had to turn off NAV for
updates in the past.

I have the same problem and it is also happening with a Visio and OneNote
update now. I too have checked the suggested OSE fix but it was already set
to manual.
