Office Icons Not Opening from Start Menu

Quickstart MS Office icons such as Excel, Word, and Access are not opening
from Windows Vista Start Menu. They open ok when placed in the Quick Launch
toolbar or the Desktop. The method used to place in the Start Menu is:
right click/Pin to Start Menu.

A Word textbook I am looking at doesn t explain how to put it in the Start
Menu, only how to put in Quick Launch or the Desktop. I wonder why?
I am used to opening Office icons from the start menu in previous versions
of Windows.

I am using Windows Vista Business and Office Enterprise 2007.

Right click the Start Orb and choose Open All Users. Copy and paste the
desired shortcuts to the folder.

After right clicking the Start Orb and choosing Open All Users, I pasted a
shortcut into the folder that appeared (Windows/Start Menu).
However, the shortcut did not show up in the Start Menu.
