Office SP2 Fails with error:0x80070643

I get this error when try to install SP2 for office 2003. I made sure ose
service is started as per solutions, but it continues to fail. Also
interesting is my office apps all indicate SP2 is applied, but it continues
to show up on windows update or office update. Have also tried downloading
SP2 alone and running with same results.
