Office updates keep resetting Exchange Provider RPC_Binding_Order

We've always reset the RPC_Binding_Order key to limit to ncacn_ip instead of
RPC. This greatly improves Outlook performance over our VPN connections.
With every Security Update involving Outlook vulnerabilities, this regval
gets reset to the default which includes all protocols, RPC being the first,
and we have to reset it on all machines again. MS08-015 is the latest
example of this.

I can't imagine a need to enforce RPC bindings as the default, and as such
it would be great if particular attention was given to leave this setting
alone whenever possible.
