I have a Family member who user 2000 server as just a stand alone server for
his business. on active directory or anything just some files sharing not
much else. He want to find a way to do offsite backup of data directories to
me. I also have 2000 server being used as a data storage only. No active
directory just a Tape drive to backup documents and photos, nothing special.
What would it take to setup a automated download of his data directories to a
directory on my server so that the backup software can backup to a tape every
night.

Simple tasks can be performed, well, simply.

A little bit of scripting skills is all you need.

It all depends on your needs.
I would set up an FTP site on the target server.
I would then upload all the files I'd like to backup to a 'pickup' folder on
the target server using FTP.
On the target server, I would schedule a backup of all the files in the
'pickup' folder.
When the backup is finished, I would delete files in the 'pickup' folder.

The file-based backup utility "SecondCopy" has a built-in FTP
option.

Haven't used it bc I don't know from FTP... but, reading the
docs, it seems pretty clear that if you can present an FTP
address to the world, SecondCopy can copy files across the
Internet to that address.
