Anyone suffering the same problems I've been having (unable to download or
install Automatic Updates) might like to check this.
After loads of research, I discovered two files got modified on 29th Sept -
maybe a virus, don't know. Shouldn't have been, as I have good AV and
Anti-spyware. Anyway, the two crucial files are in C://documents and
settings/All Users/Application Data/Microsoft/Network/Downloader.
Inside that folder are two files:qmgr0.dat and gmgr1.dat. Apparently they
control BITS (Background Intelligent Transfer Services), which controls
Automatic Updates. The unauthorised modification prevented BITS from running,
or being Started by me.
Delete both of these, or the whole Downloader folder, and reboot - bingo.
Windows recreates the folder/files as pristine new. BITS working again, all
Automatic Updates now downloadable and installable without problems.
This is on a desktop, running WinXP Home. Needless to say, before trying
this, backup and create Restore point. Hope it helps.

Unfortunate, but it did not work for me. Beginning to wonder if it is an IE
7.0 beta 2 issue.

Anti Virus is Avast v4.7 Home Edition.

I also use Ewido, Spybot and Ad-Aware, but they're set to manual operation.

qmgr0.dat and qmgr1.dat store the list of jobs that BITS is working on. Any
time a job is updated, created, deleted, etc., one or the other of the files
will be modified. I'm glad that your problem was solved by deleting them,
but it's surprising.

There are a couple of reasons to be cautious about doing this. First,
deleting the job list deletes all of your active jobs, so programs that
depend on BITS will need to detect the situation and create a new job for
their data. Most apps using BITS handle this situation properly, so it's not
a big concern. Second, this method doesn't delete the partially-downloaded
data for your jobs; the data is downloaded to a hidden file in the directory
where the app asked BITS to place the data. So when you delete the file
list, your machine is potentially left with a bunch of hidden temporary files
of the form "BITnnn.TMP". You'll need to clean those out manually.

If the problem happens again, please post the error code that BITS reports
when it fails to start.
