Seems like a few weeks ago I got an e-mail saying that OneCare would be
updated to the new version 2.0. The three computers in my house, 2 XP Pro
and 1 Vista Biz are all still running 1.6.2111.38

When is this update supposed to occur?

So basically it seems they have withdrawn the update due to problems and it
is unknown when they will release it again.

Yes.
If you want 2.0 now, most of the reported problems are for upgrades. You can
choose to uninstall 1.6 and install the 2.0 bits from http://onecare.live.com if
you wish. Make sure you know the subscription LiveID before unisntalling
(OneCare, Help/About) for activation.
