Ongoing downloads problem, and unable to progress in XP Home

*** Please note that this is a repeat of a query I raised on 26 July, which I
wasn't able to follow through on until 11 August, and it now seems to have
got lost in history. Can anyone possibly give me some help with the XP Home
issue? I'll then go back to following Robin Walker's advice, but at the
moment I remain stuck - as I have been since this problem first emerged about
18 months ago. Many thanks. Benjamin ***

Using Windows XP Home, so unable to access security. Tried to do this in
Safe Mode, but (despite following online instructions) am not given option to
"select the operating system" and therefore cannot press F8 to choose Safe
Mode. Can you give further advice please?
