Open a QIC backup file

I have a critical backup file in the .qic format (compatible, as far as I can
tell, with Windons 98 only) that I must access using Vista. My research so
far indicates that programs "such as Roxio Back-Up My PC" will do the trick.
However, that program does not appear to be compatible with Vista. What are
my options for opening this backup file? Free is best.

..qic is a file extension for a Quicken backup data file. You would
need to install Quicken in order to open the file.

I can now refine my own request: Windows Live One Care can handle the file.
However, I get to a point in the restoration at which I have a key question.
First background: the backup file is located on an external hard drive
attached to my main production computer. The backup file is FROM another
computer on my local network. If I "restore all" the files, will I have an
option as to WHERE I want to restore the files or will the software
automatically attempt to restore the data to the original computer on the
netowrk? Or will there be an option to create a new local folder and restore
the files there? If this is more appropriate for a WLOC group, I'd
appreciate learning where it is 'cause I can't find it! Thanks, folks!

True but it's also associated with Windows 98 backup: Description
QIC is the file extension for the Backup file format associated with Windows
98 . However, you remind me that the backup I'm trying to open would not
have been created using 98 so it must be a Quicken or Quickbooks file. I'll
stop wasting time on it (thanks very much) and continue my search for the
data I can't find!
