OpenGL Rumour

I've read multiple articales in the last day or so that claim that 'The
Khronos Group' has been working to make an OpenGL ICD for Vista that will -
get this - run Aero faster than DX10. Sounds unrealistic to me, but they
claim NVIDIA and ATI will release this ICD with their drivers for Vista's
release.

Could someone explain to me how a DirectX app like Aero could run on OpenGL
(as it seems unfeasible)? Or can someone confirm for me that this is a load
of rubbish?
