I need to open a microsoft works spreadsheet file, that was created with
windows 98, with the microsoft vista, it wont let me open it up

Your probably SOL, you will need to recreate the file.

This has nothing to do with the operating systems (Win98 and Vista). You
need to have MS Works or MS Excel installed in order to read a
spreadsheet file created in Works.

This has nothing to do with Vista vs. Windows 98. It's purely an
application issue. Do you have Microsoft Works installed? Presumably
not, and that's why you can't open it.
