Opening links in new tab

Some of the links like those of Zdnet Downloads do not open in the new tab
within the same IE7 browser but instead in a new IE7 instance of the program.
So technically the idea of opening the link in a new tab is not met. Is there
a work around for this ?

Tools, internet options, tab settings. Look at the last three options.
