opening without clicking

does anybody know how to access the options where I can turn off the setting
which allows programs to open after the pointer is on the icon or link for a
period of time?

Look for an option on the Mouse app in Control Panel.

Perhaps ClickLock in Control Panel/Hardware and Sound/Mouse
