When I right-click on a link, I can opt to open the link's target in either a
new window or (in IE7) a new tab. That's very good. When I select 'New Tab'
or 'New Window' from the File menu, I get a new tab or window, respectively.
That's also good. However, the new window opens with a copy of the
last-looked-at page, while the tab opens the home page or a blank page
(depending on settings). That's inconsistent! I think that File->New Tab
should open with the same URL as File->New Window does. At least this should
be a choice in the Tabbed Browsing Settings, in addition to 'home page' and
'blank page'.
