operation cancelled

I downloaded 2 updates from Windows Update. The updates were put on my
desktop. When I tried to open them, it said" this program performed an
illegal operation and will be shut down". I click ok, then it said,
"operation cancelled due to restrictions on this pc." The updates Are:
SP13799 and SP12527.
How do I get these updadtes to install?
