How about trying Logmein, I have used this for some time and when the trial
runs you can use the free version for life.

Seconded. Logmein.com is FREE, and works great. I have my siblings,
parents, and children's PC's all set up so when they call and say "my
computer's being weird" I can log right in from anywhere and see what's
going on. I can access my home PC's from work. things like remote printing
only come in the paid version, but if I need something from home I just
email it to myself at work, and print it here. It is virtually zero
configuration which means you don't have to do anything with firewalls, or
port forwarding.

When connected to a target PC using Logmein Free, can you make that target
PC download and install software applications?

you control the mouse and keyboard just like you were sitting at that PC,
so yes. you can surf the web, download, install, etc. you can not
transfer files between your pc and the host using the logmein free service,
the response time depends on your connection speed of both computers so
there may be a little lag in response time. (usually not bad and definitely
workable)

By remote controlling it you can browse to the location/website of the
software you need to download on that computer and initiate the
download. So Yes.
