Options in notifications gets grayed out. Vista business

Apart from the other STRANGE things that happen with window Vista (btw
is there a way I can get a refund for this incredibily, utterly
<censored> operating system?)

Problem: in Taskbar and Start Menu Properties ---> System Icons : the
VOLUME and POWER checkboxes are DEACTIVATED and cannot be checked
because they are GRAYED OUT.

This happens every 2 by 3. Also happens with other notification options.

I would like to know if any "expert" can tell me:

1) WHAT IN THE WORLD IS CAUSING THIS

2) HOW CAN I FIX IT

3) DON'T TELL ME TO REBOOT BECAUSE I HAVE ALREADY DONE AT LEAST THREE TIMES

4) MICROSOFT: YOU HAVE LOST A CUSTOMER
