What order to install updates?

Let's say I want to download and install updates manually (for my Win2K
SP4 machine) instead of using Windows Update. Does the order in which
I install them matter?

No, just install the Service Pack first and then you will have fewer updates
to install.

I did install SP4. But if I wanted to download the remaining updates
and install them later, is there a certain order in which I must
install them, or does it not matter?

It does not matter.
Just check the Windows Update Catalog and install only those applicable
after SP-4 or let Windows Update download and install the updates.
Windows will take care that older files are not installed.
