OS shut-down fails when in battery saving scheme

Vista 32bits business running on Asus laptop V1S.

If system shut-down started while in the battery saving scheme,
laptop doesn't really shuts down.
Power LED stays on permanently. Fans are still working. Display off.
This state can keep on a long while. Or the laptop starts on itself
from this state after differently long time.

No probs if following settings made:
Control Panel-Power Settings-Energy Saving Schemes-Advanced edit-Power
settings window, Battery Saving scheme selected-usb settings-
settings for selective usb power saving-battery mode off, power plug off
(This is my translation of the German GUI, so it can be not accurate).

Why must it be so ?
