Out of disk space error at installations, though 100 Gb free space

I bought a new computer with Vista premium 32bits on it. Last month I tried
to install software for a PCI TV tuner. The installation program stopped with
an error message that I had not enough disk space. Because I had more than
100Gb free space on my hard disk I contacted the software supplier about
this. We unsuccessfully tried different options. Later I found out that all
other programs which I want to install give the same error message about not
enough disk space (also for instance the flash player plugin). I've already
tried emptying the temp folder (%temp%) and running the disk clean-up.

Can somebody please help me with more options?

Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.

This should repair/repair any files you might have on the disk that is
causing the error message. Also, try running the Windows Installer CleanUp

Thank you, I tried both and also rebooted, but it did not work.
(btw: the SFC did not find any errors)

Try repairing your installation and see if it corrects it, not guaranteed
but worth a try:
Boot from your Windows Vista DVD, select the System Repair Option > on the
setup screen, select 'Repair Computer > Select your installation of Windows
> select Startup Repair option and follow instructions.
