Outlook 2003 problem after June 2007 updates applied

After successful installation of KB933566, KB919123 and KB925839, I
discovered this problem:

Backgournd
I have set up two email accounts on Outllook - an identity using POP3 mail
server for personal email and an identify using MS Exchange Server for
business email.
In normal use, I change the default account and the specified folders as
necessary to keep personal and business email separated. Personal use
requires PW entry at initial connection with the POP3 server. Business use
also involves PW entry at initial connection, after connecting to VPN and
modifying send/receive settings to the POP3 account to avoid attempts to
connect to its server while VPN is engaged - I have used this configuration
since 11/2006 with no problem before now.
Dell notebook running XP Pro w/ SP2

Problem
After installation and a normal business day I made routine changes to
Outlook settings to switch to POP3 account at next launch. I closed Outlook
and then disconnected VPN.
When I launched Outlook again, the POP3 account was default and its
specified folders were correct, but it made no attempt to connect to the POP3
server. Furthermore, I noticed that inbox email to the business email had
been delivered also to the POP3 account.
Send/receive settings could not be accessed for change [I could navigate to
the selection for the panel, but the panel never showed up].
I was able to use the email account test facility [Tools/Email/View or
change/Change/Test account settings] to connect to the POP3 server and send a
test email, but could not get the application to connect otherwise - even on
F9 send.

I used system restore to back the changes out and functionality was restored
- as a temporary solution. Any suggestions?

I also had problems with Outlook 2003 after installing those updates (by the
way, the second one really is KB929123). Outlook stubbornly remained in
offline mode and did not even let me choose when starting.

I uninstalled KB929123. No effect :-(
I uninstalled KB933566 and rebooted. The problem was gone :-)
I reinstalled KB929123. Everything worked fine :-)
I finally reinstalled KB933566 and rebooted. The problem did NOT reappear.

Conclusion: maybe a simple reboot would have solved it. Who knows ???
