Outlook error after Windows update

I installed the security update on 1/12

I am running Windows 2000 Pro, with Office 2000

Immediately after installing the update, Microsoft Outlook will no longer
allow me to send E-mail. I have two different ISPs, and the problem occurs on
both. I disabled both my firewall and virus protection, and the problem
persists.

It appears port 25 is blocked by the update

Suggestions?
