Outlook Express 6 - can't update Browser

Outlook Express 6 is fully updated as per downloads
but browser it "uses" for attachments is still N'scape 4.7.
Norton is now refusing to renew subscription since it declares
my browser is "not supported" and is "not secure".
I THINK they mean this idiot 4.7.
How do I upgrade this 4.7 to 7.1????
I ONLY MEAN upgrading the browser that OE 6 has determined it should use.
I am lost - frustrated - and slowly working up to flame out
HELP
