Outlook express could not be started because MSOE.DLL could not be

Can any one help, my PC crashed, I have managed to get everything back up and
running with the exception of Outlook Epress V6, I am reluctent to use system
restore as it took over a day to get my PC to load up
I have tried looking for a tool to fix this but am unable to find anything,
I can see the MSOE. DLL file within the C drive Outlook folder
Q if I remove the Outlook using Add / Remove program can I download a new
version from microsoft, will this work?, or is their a fix I can use for the
version on my PC
