outlook express installed incorrectly

I can't access my outlook express since I updated it yesterday (on Windows
98). The message reads: Outlook Express could not be started because
MSOERES.DLL could NOT BE FOUND. Outlook Express may not be installed
correctly.

This has nothing to do with Windows Update (unless you have OE open when you
installed updates).
