Outlook Express issues with Windows Update

Hello. The people I work with are not receiving their emails. They are
using Outlook Express with Windows XP. The program is waiting for something.
I don't know what. It is not attempting to get the emails. There are no
error messages as it doesn't reach the "send/recieving" stage. Did you
create a new option where the email doesn't automatically attempt to get the
email or it needs to wait 3 -5 minutes? If so, where do I disable that?
