Outlook Express will not start

Hi There,

I did a "repair" install of windows XP when I put in a new motherboard.
Everything works great EXCEPT Outlook Express will not start. I get an
hourglass for a few seconds and then it goes away.

1) I have tried starting from a different point (not using the shortcut)
2) ran Spywear to clean the data mining programs
3) installed SP2
4) tried to uninstall and re-install using control panel (not sure if this
really does anything)

How can I trouble shoot this? Is there a way I can "force" a new install of
Internet Explorer and Outlook Express (or just Outlook Express)?
