Do you know if they formatted and reinstalled Windows or just did a Repair
Install? (If they had to back up your data beforehand and then put it back
on afterwards, they probably formatter and reinstalled.)

Then I suggest you go to Add/Remove Programs > Select Office XP > Click on
the Change button > Remove (uninstall) Outlook from the install. You may
need your Office XP CD so keep it handy.
After doing so, if Automatic Update (AU) continues to offer you Outlook (not
Office) updates, I'd recommend that you change your AU configuration to the
Notify Only setting (see
http://support.microsoft.com/?kbid=306525). This
way, you can review updates before they're downloaded and before they're
installed: If any Outlook updates are offered, decline to install them and
then hide them.
Installing OL updates has a nasty habit of "hijacking" your default Mail
Client (Outlook Express or OE, in your case; see
http://www.oehelp.com/OETips.aspx#13). First make sure OE is properly
configured as your default:
