Right after the the most resent Security Update my Outlook Express will not
allow any of my emails to download from my provider. What in the new update
could have caused this and how do I fix it?

Apparently it's a Symantec NIS problem. See the GraFXGirl post (and the
replies to it) below your post.

After further trial and error (and another Symantec troubleshooting write-up)
- I turned off "Privacy Control" in Symantec NIS and my e-mail began working
normally again. Surprisingly, I then turned "Privacy Control" back on and my
e-mail continues to work normally!

Thank you, but it didn't work. Outlook Express stopped working after an
automatic update from Microsoft. I checked the update as soon as I figured
out the time frame of my email problem. The last update, KB912919, from
Microsoft took place and then I wasn't receiving or able to send email. I
really don't know what part of my computer that update effects, but I wish
some one would tell me so I can keep checking for the problem or if I need to
contact my ISP (email provider)

Norton Internet Security has a "Trojan Scanner Engine" which automatically
prevents known Trojan-Horse programs from installing themselves using
their "tricks of the trade".

One of these Trojan-detection routines, called:

"Default Block Netspy Trojan Horse"

is false-triggered by Outlook Express when trying to pick up your e-mail.

As a result of the autoblock - your e-mail pickup fails.

Note: This can be seen by checking your Norton Internet Security Logfiles.
You will see entries indicating the "Default Block Netspy Trojan
Horse" item has been triggered by the standard actions of Outlook
Express when retrieving email. If you see these logfile entries,
then the procedure described below should work-around the
problem.

Workaround procedure:

1. Open Norton Internet Security Control Panel.

2. Click on "Personal Firewall"

3. Click on "Configure"

4. Click on the "Advanced" Tab

5. Click on the "Trojan Horse" button.

6. Navigate to the "Default Block Netspy Trojan Horse" item in the
scan-list.

7. Untick the checkbox to disable that particular trojan-scan routine.

8. OK your way back to the Control Panel.

9. Close the Control Panel.

10. Shut down and restart Windows.

11. Run Outlook Express and see if you can pick up your email. This now
works properly for me.

Caveats:

1. The above is a *workaround*. It is NOT meant as a permanent fix.

2. I expect a live-update release which will improve the intelligence
of the "Default Block Netspy Trojan Horse" trojan-scan routine. At
that time, it will be prudent to re-enable that trojan-scanner.

3. The "Default Block Netspy Trojan Horse" trojan-scan routine has
been troublesome before. It is implicated in a similar problem with
Microsoft Fax - where the trojan-scan blocks the Microsoft Fax
Console from working properly - for similar reasons as described
above for Outlook Express.

Best I can do for now. <tm>

Bill

Yes, I did read a fix on the news group site. I found if I disable NIS my
email loads and sends, but what's the permanent fix, is it to the NIS
firewall or to my Windows firewall?

First off, if the Norton Firewall is enabled, the Windows Firewall should
not be.

The fix /appears/ to be (1) disabling Protection, (2) restoring the default
rules and then (3) re-enabling Protection as outlined in
http://service1.symantec.com/Support...05083015103436.
