      10-27-2005
i'm trying to send a mail to around 400 people in BCC - i get Operation
Failed everytime. this did work when we just used Outlook and POP3
connections but now we've connected Exchange 2003 server it's stopped
working. i've tried setting the Message Delivery / Defaults to both "No
Limits" and "5000" - neither of which work.

any ideas?

According to your description, I understand that the Outlook fails to send
an email with around 400 recipients in BCC field in the SBS 2003 network.
If I have misunderstood the problem, please don't hesitate to let me know.

To narrow down this issue, please answer and perform the following
questions and steps:

I. Did you receive any error messages?

II. As you mentioned, you have checked the value of the maximum number of
recipients for each message in global settings (Message Delivery). Please
also check the value for the individual mailbox-enabled user.

More information:
The maximum number of recipients for each message can be specified in
Global Settings on an individual mailbox-enabled user. Please first verify
the maximum number configuration.

- Check the value in global settings:

1. Start Exchange System Manager; click Start, point to Programs, point to
Microsoft Exchange, and then click System Manager.
2. In the left pane, click to expand Global Settings.
3. Right-click Message Delivery, and then click Properties on the shortcut
menu.
4. Click the Defaults tab, check "Maximum recipients" under Recipient
Limits.

By default, for Exchange 2003, the "Maximum recipients" under Recipient
Limits is 5000. Note: The number of Maximum recipients associated with a
message (To+Cc+Bcc=Total).

- Check the value for the individual mailbox-enabled user:

1. Start Active Directory Users and Computers; click Start, point to
Programs, point to Administrative Tools, and then click Active Directory
Users and Computers.
2. Locate the user account in problem, and then double-click the object to
open the object properties.
3. Click the Exchange General tab, and then click Delivery Options.
4. In the Delivery Options dialog box, confirm the "Maximum recipients"
under Recipient Limits.

Note:

1. The limit on the number of recipients affects on both internal and
external messages.

2. When you send a message with the number of recipients exceeding the
limit, you will get NDR and none of the recipients can receive the message.

III. Does this issue occur with all users or certain users?

Hi Nathan - thanks for the info. please find the answers to your questions.

I. a dialogue box with "Operation Failed" appears everytime you click send.
the message is not sent in any way but i can save it in Drafts.

II. i've checked the individual users - they are all set (in Users and
Active Directory) to use System/Server defaults.

III. i've tried to send the messages with the limit set to 5000 and with no
limit set with the same results. the total number of recipients would
actually be <1000(to+cc+bcc). i've tried on different users - all with the
same error message.

the Outlook clients are currently 2002 would it help if i upgraded to 2003?

also the clients are Windows XP Pro SP1 - would that have any bearing?

Hi Andy,

Thank you for your update.

I am sorry for the delayed response due to the weekend. Please understand
that the newsgroups are staffed weekdays by Microsoft Support professionals
to answer your systems and applications questions. Your understanding is
greatly appreciated!

As you mentioned, the problematic Outlook clients are Outlook 2002, please
understand every SBS CAL allows a user to run a copy of Outlook 2003.
Please run the "Assign Applications to Client Computer" wizard to apply
Outlook 2003 to the Outlook 2002 computers.

To deploy Outlook 2003 into Client Computer:

A. Open the Server Management console on the SBS Server, go to Client
Computers, click "Assign Applications to Client Computers".

B. In the Assign Applications Wizard, select appropriate client computer,
click Add, then click Next.

C. Select "Microsoft Office Outlook 2003" or "Microsoft Office Outlook
2003 (Service Pack 1)" and click Next.

D. Follow the instruction finish the Wizard.

E. Log off the appropriate client computer, and then use appropriate
domain user account to log on to the SBS domain, it will automatically
install the Outlook 2003 into the client computer.

If the issue persists, please perform the following test to check if the
issue can be reproduced:

Test 1: Safe Mode
==============
Safe Mode will disable all add-ins and extensions that will not start, as
well as all corrupted resources, files, registries and templates.
1. Close Outlook by turn off the Outlook process using Task manager.
2. Click Start-->Run, type "Outlook /Safe" (Quotation marks are not
included and there is a space between Outlook and /safe) and press Enter.
Let me know if the issue persists in the Outlook Safe Mode.
If Safe Mode resolves the problem, please disable the Add-ins by the
following steps:
1. Click Tools, click Options, click Other tab.
2. Click Advanced options button, click COM add-ins, uncheck all the
available options.
3. Test the issue again.

Test 2: Create a new profile
=====================
I suggest you create a new email profile with a new PST file. Test the
issue in the new profile. Please refer to the following article to create a
new email profile. Please start in the new profile and provide me with the
result.

Test 3: Clean Cache
=================
If the problem still occurs, it is probable that the Outlook cache files
are corrupted. Let's perform the following steps to solve the problem.
1. Perform a search on your computer to find the following files:
- extend.dat
- outcmd.dat
- frmcache.dat
- views.dat
2. Rename these files to .old extension if you can find them.

If the issue still persists, to isolate this issue, please help me
double-confirm the following information:

1. Did you run the "Add User Wizard" to create user account?

2. Did you run the "Set Up Client Computers Wizard" to create computer
account and then use http://connectcomputer link to join computer into SBS
Domain?

thanks Nathan - really appreciate your comprehensive reply.

lots for me to try there to solve the problem.

for information i did find that one of the "operation failed" messages was
due to a corrupt contact in the BBC list... Outlook presumably processes the
list before firing to the server...

i'll try your suggestions and hopefully end up with a full solution and best
practice for what i need in future.

Hi Andy,

Thank you for your update.

1. I have performed some research on this issue based on your information.
However, I didn't find any related information or known issue about this.
Therefore, we need to perform these troubleshooting steps to narrow down
this issue, thanks for the understanding.

2. Please also help me double-confirm if this issue occurs when you are
using OWA.

3. Does this issue occur with all users or certain users?

4. Let's perform the following steps to immediate update the GAL in
Outlook, and then check if the issue can be reproduced.

1) Close Outlook, and then delete all the .OAB files. In most
cases, they're stored under the folder %Userprofile%\Local
Settings\Application Data\Microsoft\Outlook.

2) Bring up Outlook, click Tools, Send/Receive, and then choose
'Download Address Book'.

3) In the pop-up window, ensure 'Full Details' and '\Global Address
List' are checked.

4) Check if the GAL is updated.

5. Please let me know what operating system your users are using. If they
are using Windows XP, I suggest them perform a clean boot of the system to
identify any drivers or programs that may be interfering with the normal
operation of the computer.

1) In Windows XP, go to Start menu>Run and type MSCONFIG.
2) In the General Tab, choose Selective Startup, uncheck load startup
items.
3) Click the services tab.
4) Choose Hide Microsoft Services.
5) Disable the other services.
6) Click OK and restart your computer, and test if the problem occurs.
