Outlook Import issue

I had to reset my hard drive to factory specs and had to re-install Outlook.
Before reformatting, I backed up my data. When I tried to restore the data,
the computer keeps saying that the location is unavailable even when it
recognizes it. I am trying to restore Outlook data through Outlook Import -
Export. I've located the most recent backup, it begins to process it, but
hen mysteriously quits.

Any suggestions or thoughts?

Thanks.

Try it in Safe Mode. Take ownership of the files.

Where is the .pst file located? If it's in some location other than your
user directory, move it to there.
