Outlook not opening IE8

I am running Windows 7 64 bit, Outlook 2007 and IE8. Recently Outlook has
given me an error message when I click on a hyperlink to IE, stating "this
operation has been cancelled due to restrictions in effect on this computer.
Please contact your system administrator." I am the administrator; what do I
do?
