I have found that if you add the following registry keys for Office 10,
Outlook PCS will install on a fresh copy of Outlook 2003 or Office 2003.
Paste the following into notepad, save as .reg file and import using
Registry Editor:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\10.0\ Common\InstallRoot]
