Outlook Update for Junk email filter

All day long Windows Update has been trying to install an update: Product:
Microsoft Office Professional Edition 2003 - Update 'Update for Outlook 2003:
Junk E-mail Filter (KB916521): OUTLFLTR' could not be installed. Error code
1603. Windows Installer can create logs to help troubleshoot issues with
installing software packages. Use the following link for instructions on
turning on logging support: http://go.microsoft.com/fwlink /?LinkId=23127. I
tried getting on this web page but, it does not exist!! Has anyone else
encountered this problem?

Tom,
I have been having thee same trouble for over a week now with the same
update (and only this update).
My error code is 0x80070643. I spent 1 1/2 hours with Microsoft support last
night to no avail. They were supposed to call me back tonight for some more
work. No call tonightr however.
I tried an email connection and the instructions I received on how to locate
a file do not match my folder structures.
I thought maybe it was caused by iHateSpam trial version that I installed
about a week ago. So I have removed it. (I did not reboot my system; must try
that next)
I think I will try a repair install of Office to see if that helps.
I could have swore I was successfully receiving these junk mail filter
updates before.

Thanks, Me2.
This reference fixed my problem.
Microsoft could have saved a hour and a half phone bill from India if they
only could have pointed me to this reference or told me what to do.

Hi Me2 & Tim:

I tried your instructions. My status was set at Manual so I changed it to
Automatic and that did not work. I changed it back to Manual and that did
not work. Any more suggestions?

I filed a complaint and received the following email message: (which no one
has contacted me yet as of 05/13/06) Hello Thomas,

Microsoft provides no-charge technical support for issues related to Office
Update, so I have forwarded your case to a Support Professional from whom you
will hear within 24 hours.

Please note that since this will be handled by e-mail, you may need to
adjust any bulk or junk mail filters to allow e-mail from the Microsoft.com
domain to ensure you receive your Support Professional's response. If you do
not receive a response within 24 hours, please check your junk or bulk mail
folder for a message containing your Case ID number, SRZ060512000995,in the
subject line.

Hi Tim & Me2:

Thinking about this problem and reading other comments/suggestions I
uninstalled Office 2003 assuming some registry entries were removed do to the
use of registry cleaner utility. I then reinstalled Office 2003 and went to
the update page for Office and downloaded all the files including the one
that would not install. When you think about using a registry cleanup
utility may not always be the best thing to do.
