Hi Lpressler--
Does clicking Send and Receive All help? At the bottom of that menu you can
view the progress or errors when sending so check that out. That's when you
click on "Send and Receive">at bottom of menu>Send and Receive
settings>slide out to left>show progress. See what the progress is and if
there are any errors in the error tab in that dialogue box.
1) Do you get any exact error message when you can't send and try to?
2) Are you using either Norton Internet Security or Norton Antivirus? Their
email scanning mechanisms and interferrence sometimes with OL send/receive
are a known issue?
3) Have you (and if not do so now) tried to run Outlook's (from the toolbar)
Help>Office Diagnostics? It's the OL 2007 version of the former Detect and
Repair only purportedly more competent and sophisticated now.
4) Check Event Viewer for errors with sending. Type eventvwr.msc in run or
event viewer in Vista Search and click on Windows Logs on the left
pane>Application and use the down arrow for Outlook events.
Diagnose and repair crashing Office programs by using Office Diagnostics

Check out these MSKB, but the first only applies if you're working off line
and I doubt that's the case.
How to send e-mail messages that remain in your Outbox in Outlook 2007

The Send option does not work for contacts in the Contacts folder

You receive the "The operation failed. An object could not be found" error
message when you click Send and Receive in Outlook
http://support.microsoft.com/kb/312354/en-us
See this for possible help for the error message "OL did not shut down
correctly" under "Did the .pst file or the .ost file shut down incorrectly?"

Good luck,
